<description><![CDATA[Effect I'm trying to achieve in a VIDEO is exactly like what you get from doing POSTER EDGES on a picture in adobe photo elements, but I want that effect/Look in VIDEO as I'm trying to create a 2D (flat cel animation) Cartoon look that is clear with no glows or weird degradation on the vid, which so far I've had happen using filters in video editors and none of em have Poster Edges as an effect!
