which is the highest quality 1080p render "make video" settings,
1080p MPEG,
1080p WMV,
or 1080p AVI?

I think from a quaility stand point they are the same. I use WAVE because AVI makes my computer become choppy.

Yes TARGA sequence is the way to go for quality. Or BMP, PNG... etc...

I don't have targa as one of the options. I have used the microsoft option. I can't get the avi to work as well because of file size. The issue of codecs is very confusing. Can anyone offer a good explanation? The video's and documentation are not really very clear.

Video > make video > advanced > output type. Choose targa from within there.
If you're using 1280x720 then uncompressed seems to work fine for most things. If you are regularly breaking the 2GB limit then, how can I put this, your video is probably not going to be that interesting as it will be a single shot.
My advice would be use more shots, use uncompressed and assemble everything in a video editor. The result will be much better.
